How Governors Are Reigniting the American Dream
Bipartisan solutions creating real pathways to opportunity for Americans

For the first time in a generation, many Americans are questioning whether the American Dream still exists. Rising costs for housing, health care and groceries have left families feeling like opportunities are slipping away. But across the country, governors from both parties are proving the dream is alive through bold, bipartisan solutions that create real pathways to opportunity.
Here are a few examples from their 2026 State of the State addresses.
Opening Doors Through Workforce Development
“I heard from many businesses that are making good use of the new apprenticeship opportunities that we expanded…and there is room to do more in this area. This year, my Department of Labor and Regulation is bringing legislation to set up a State Apprenticeship Agency. This will give us more flexibility to structure apprenticeships in a way that makes sense for South Dakota businesses.” - South Dakota Governor Larry Rhoden
Missouri Governor Mike Kehoe continues to focus on innovative and scalable workforce development models. In addition to rewarding large companies and small businesses that invest in Missouri, the Missouri Works Initiative is creating new career pathways through its Apprentice Ready programs. By combining classroom training, hands-on learning, and trade placement advising, the programs connect people to high-paying, rewarding careers in construction and manufacturing trades across the state.
California Governor Gavin Newsom has launched California’s Master Plan for Career Education—a statewide blueprint to strengthen career pathways, prioritize hands-on learning and real-life skills, and improve access and affordability so more Californians can navigate toward career-sustaining jobs. A signature element of the plan is the Career Passport, a skills-based digital record designed to help people share verified credentials and competencies gained through education, apprenticeships, the military, and other training—so employers can hire based on skills, and colleges can award credit for prior learning.
Economic Opportunity Starts At Home
“I can’t stand here tonight and talk about Affordability for All without talking about housing. For nearly 20 years, Rhode Island didn’t have a statewide plan to build the homes our families needed. But my administration changed that.” - Rhode Island Governor Dan McKee
Arizona Governor Katie Hobbs has launched a comprehensive housing affordability initiative as part of her “Arizona Promise” to unlock economic opportunity for working families. Over three years, Arizona built more affordable housing than any prior three-year period, and prices are now declining as her “war on the cost of housing” succeeds. The “Arizona is Home” program provides down payment assistance and rate buydowns and the state has reduced red tape for property owners building on their land. Governor Hobbs is launching a Housing Acceleration Fund leveraging public-private dollars for lower-cost financing to expand affordable housing construction. She’s also creating an Arizona Affordability Fund to help families pay utility bills, weatherize homes to reduce energy costs and build more affordable units.
Indiana Governor Mike Braun has made affordability his highest priority, recognizing that too many Hoosiers can’t afford to own a home and that property taxes have become a major driver of the affordability crisis. Home prices have surged because Indiana isn’t building enough homes, and unnecessary regulations are driving up costs. Governor Braun supports legislation that will reduce government barriers and make it easier for Hoosiers to buy a home. His administration has already led the way on historic, meaningful property tax reform while ensuring local governments still have resources for essential services, allowing Hoosier homeowners to keep more of their money and pursue their American Dream. Beyond housing, Governor Braun is tackling other affordability challenges by working to provide affordable energy and focusing on wellness and prevention in health care.
Energizing Energy
“I’m here to tell you, our energy will power America’s future. That’s what our 50 by 50 plan is all about. It’s an ambitious plan to more than triple our power generation by 2050. We’ll be prioritizing reliable base load power through coal, natural gas, nuclear, while supporting all major energy sources.” - West Virginia Governor Patrick Morrisey
In Nebraska, Governor Jim Pillen views electrical power as critical to economic prosperity in the AI era, arguing that regions producing vastly more electricity will thrive while others shrink. Leveraging Nebraska’s unique statewide public power system, which has built the most affordable and reliable grid in America, Governor Pillen is proposing legislation to remove regulatory obstacles for large power users, such as AI facilities, aviation fuel plants, and bioeconomy operations, to build their own power plants and sell excess electricity to the grid through “behind the meter generation.” Governor Pillen distinguishes between traditional data centers and modern “AI factories” and sees both as critical for the information economy and national security, emphasizing that the U.S. cannot lose these facilities to foreign adversaries.
New York Governor Kathy Hochul has raised New York’s nuclear power goal from one to five gigawatts—more than has been built anywhere in the United States in the last 30 years—as part of an “all-of-the-above” energy approach, launching a nuclear workforce development program to prepare workers for this clean energy future. Governor Hochul is taking a firm stance that “our energy system exists to serve New Yorkers first,” requiring data centers to pay their fair share for power and ultimately generate their own power independently to prevent ratepayers from subsidizing corporate energy consumption. This energy policy is integrated with over half a billion dollars in workforce development investments and major manufacturing initiatives—including semiconductors—creating tens of thousands of jobs while managing costs for families.
What State Leaders Can Do
Based on these proven successes, and examples from other Governors’ recent addresses, here are five immediate steps state leaders can take:
Consolidate workforce programs into a single, accessible system that eliminates confusion and connects residents directly to training and jobs.
Make bold housing investments that leverage private dollars to create thousands of new affordable homes, rather than relying on incremental approaches.
Lead by example in state government by hiring for skills instead of requiring degrees, opening opportunities to qualified candidates.
Streamline regulations that drive up costs for homebuilding and energy development while maintaining essential protections.
Reform occupational licensing to increase mobility and reduce unnecessary licensing requirements that prevent qualified workers from changing careers or states.
Governors are proof: When leaders focus on what matters most to families—good jobs, affordable homes, quality education and lower costs—they find common ground and deliver results.
The American Dream isn’t lost. It’s being reignited across the country by leaders who refuse to accept that opportunity should be out of reach for any American.
